FREEDOM OF EXPRESSION, MEDIA FREEDOMS AND (SELF)
CENSORSHIP IN THE OSCE AREA – INTERNATIONAL
CONFERENCE

This project aims to stimulate the Serbian government to prioritize freedom of expression issues during its OSCE Chairmanship, to promote media legislation which strengthens freedom of expression and media freedoms as well as to raise awareness about OSCE human dimension commitments. The Helsinki Committee will organize a two day international conference in Belgrade, which will address the problems that media in OSCE region face and that are related to broader rule of law developments. The conference will also refer to EU standards in the legislation and development of media freedoms, which is particularly important for the Western Balkans. International CSOs, media organizations, members of the Civic Solidarity Platform and independent institutions will be invited to participate in the conference, which will result in the drafting of recommendations to OSCE Chairperson, OSCE institutions and member states.

PLURALISM IN A DEFECTIVE MEDIA MARKET

New media laws, adopted in 2014, brought significant changes with regard to
media pluralism. They introduced the term “media pluralism” in the legislation, which is treated as one of the basic principles of media

regulation. A number of protection mechanisms of media pluralism was set up, such as transparency of ownership
and anti-monopoly rules, program standards for
commercial media, regulation of the content of PSB
programming, financial support to minority media, project financing for content in public interest, etc. Implementation
