In the period of 12 months, starting on October 2014, the Committee
will be working towards full and unconditional implementation of the
“Strategy for Execution of Criminal Sanctions in the Period 2013-20”
adopted in late 2013, more specifically towards its concern for the
situation of one of the most vulnerable groups of prisoners –
persons with mental disorders to whom the courts have ruled “the
measure of obligatory psychiatric treatment.”
Through a survey of the forensic situation of four institutions
catering prisoners serving sentences under the “measure of
obligatory psychiatric treatment” and/or “security measure,”
consultation with the working group established under the auspices
of the Citizens’ Ombudsman and close cooperation with parliamentary
committees for healthcare, judiciary and social protection, and the
Office of European Integration, including a study tour to the
Netherlands for MPs sitting on the three parliamentary committees
and professionals from four institutions, a public hearing and a
final conference, the Committee expects, above all, to open public
and parliamentary debate on forensic psychiatry and forensic centers
- the issue that has been omitted from the Strategy’s agenda but
falls under chapter of the acquis dealing with human rights,
justice, freedom and security to be opened over negotiations of
Serbia’s accession to EU.
