Human Rights Lawyers - U saradnji sa Holandskim Helsinškim odborom (NHC,Hag) i organizacijom Interights (London), Helsinški odbor za ljudska prava u Srbiji je 1.jula 2005. godine započeo sa realizacijom programa praktične obuke za advokate i pravnike iz Srbije i Crne Gore u primeni precedentnog prava i standarda Evropske konvencije o ljudskim pravima u postupku pred Evropskim sudom za ljudska prava u Strazburu.

Activities


The first year of the Training Program was focused at skills acquiring and comprised of 5 seminars held during 2006 on different locations throughout Serbia and Montenegro. Each seminar was a combination of lectures and workshops and was conducted by the two renowned national and international experts. Manuals were prepared by Interights for each of the session in respect to the Articles of the Convention as reference material for participants to better understand the European Court case law. National experts engaged to present compatibility of the domestic law in respect to particular Articles of the Convention also prepared their presentations and lectures. Four seminars were dedicated to the rights guaranteed by the ECHR and focused at ECHR standard analysis, compatibility of the law and practice in Serbia and Montenegro with the ECHR and workshops with simulations and moot courts. Each seminar lasted for 5 days. The fifth seminar was a six days intensive workshop on main steps in the application procedure in front of the European Court of Human Rights in Strasbourg.

The second year of the program, 2007 is dedicated to organizing a National Conference (March 29-31, Belgrade) where the program results, participants and experts will be presented to the broad and professional public and to the Litigation Surgery in June 2007 where the participants will have an opportunity to discuss and analyze their real cases with foreign experts with a view of drafting an application for the European Court in Strasbourg. This phase of the program comprises building up the human rights lawyer’s network and on line communication in order to disseminate information and share legal expertise and experiences as well as printing of the publication containing all the relevant materials from Seminars.
