MONITORING THE REFORM OF THE PRISON SYSTEM - 2010

Following in the footsteps of the earlier 3-months project also realized with the support from Civil Rights Defenders and focusing the overall situation in two of Serbia's penitentiaries - the Leskovac District Prison and the Juvenile Reformatory in Valjevo (resulting in two comprehensive reports) - the Helsinki Committee continues to double-check the progress made in the much announced prison reform. This time, in the period of six months, the Committee's team of independent experts will be monitoring all vital aspects of prison life in another four institutions in Serbia: Penitentiary-Reformatory Institution /KPZ/ in Sremska Mitrovica, the Penitentiary-Reformatory Institution for Women in Pozarevac and the Novi Sad District Prison, as well as in the so-called Hospital-Penitentiary in Belgrade. Findings of these fact-finding missions will be brought to the public eye at press conferences and a round table, but also through an edition providing an overview of the double-check of the situation in Serbia's prisons in 2010. The project's short-term objective is to help accelerate progress towards the objectives of prison reform and implementation of measures against torture and/or degrading treatment in Serbian prisons (as laid down in CPT standards).

The previous visit to this institution was conducted on January 31, 2006. This took place just before KPD Hospital was renamed into the Special Prison Hospital, and after the institution had been visited by representatives from the Ministry of Health. Unfortunately, during our current visit, we have concluded that not much has been done since. The relationship between the two Ministries (the Ministry of Justice and the Ministry of Health) has still not been regulated, whereas the debate on this issue has not even begun. The team of the Helsinki Committee for Human Rights in Serbia (HCHRS) has always paid particular attention to the Penitentiary-Reformatory for Women in Požarevac given that it is the only institution in Serbia for women under sentence, with numerous specifi cities this entails. Having in mind the reports on previous visits, it can be concluded that the
