Generally
speaking, the project advocates Serbia's modernization and Europeanization, as well as
regional stabilization. As such, it presents thought-provoking positions that, more often
than not, stand for alternative stands to Serbia's political and cultural mainstream. With
the aim of attaining its goals the project engages outstanding figures from Serbia's
"alternative" and other authors with expertise in the areas of its concern,
edits and publishes their articles and other relevant writings in The Helsinki Charter
bimonthly, circulated in 3,000 copies. On average, each out of 6 annual double-issues
carries about 30 analytical, investigative and attention capturing pieces. Taken as a
whole, the project pinpoints the stumbling blocks in the way of Serbia's
"normalization" and constitution as a modern and Europe-oriented state on the
one hand, and, on the other, provides insights into realistic concerns that are
inseparable from full respect for human rights (particularly the rights of socially
marginalized groups), efficient and accountable governance and compliance with
international standards and obligations. Integral issues in Serbian and about seven
